Vladivostok – the Centre of the “Paсific” Russia?

VLADIVOSTOK. 29 July. VOSTOK-MEDIA. The Second Economic Congress was held on July, 26-27, under a motto: “Russia and Asia Pacific Countries: from Cooperation to Integration”.

At the Congress the following officials were presented: Governor of Primorskiy Krai, Sergey Darkin, Juan Carlos Capuсay, the 16th Executive Director of the APEC Secretariat, Adviser to President, Member of Preparation and Presentation of Russia at APEC 2012 Department, Sergey Ushakov, Director of Federal Road Agency, Oleg Belozerov, Regional Development Minister Deputy, Nikolay Ashlapov, representative of the Gosudarstvennaya Duma and Federation Council. Primorskiy Parliament was presented by speaker Victor Gorchakov, vice-speaker, Vladimir Maslovskiy, Budget Committee Director Galust Akhoyan, deputies, Anatoliy Belyaev and Aleksandr Ermolaev.

They discussed many questions such as: International Centre of Russian and Foreign Businesses, scientific community, Integrated Cooperation State Structures between Russia and Asia Pacific Countries, effective mechanisms of private and State partnership for joint implementation of investment projects. In this regard one of the important lately approved laws is “Innovative activities in Primorskiy Krai”, initiated by the Krai deputies.

At the plenary meeting “Resources of Future” Mr. Darkin presented Social and Economic Development Strategy of Primorskiy Krai 2025, the main aim of which is to rise up competitiveness at the Russian and World levels.

“58% of Primorskiy Krai’s economy will be renewed. We have not had such production”, - that is one of the important announcements for all Primorians. Governor promised service and oil and gas manufacturing centres on the Sachalin shelf. “Next drilling platform will be built in Primorskiy Krai”, - announced Mr. Darkin.

Deputies of Pimorskiy Krai Parliamnet are ready to provide innovations with a legislative base which will comply with new development goals and objectives.

“Presented Strategy is a core document which allows business to form interests, - said Victor Gorchakov. – If we analyze reports of our honorable guests from different countries with different economies and life styles we see that problems that small and medium businesses face are the same. And today it is a sphere that we should pay much attention to”.

“This activity is symbolic for Primorskiy Krai. Development of oil complex will become an economic incentive for territorial development, - said Galust Akhoyan, Director of Budget and Finance Policy and Financial Resources.

This is the main strategically important document that should be thoroughly adjusted, - highlighted deputy Aleksandr Ermolaev. – At the Congress expert community is widely presented and should estimate our work”.

Depuies took part also at the discussion boards “Energy, Oil and Gas Export Potential of the Russian Far East”, “Trasnsportation and Logistics Development in the Far Eastern Region” and “Cities Attractive for People”.

“Cities possess several characteristics, - explained Anatoliy Belyaev. – One of them is emotional. Vladivostok does possess this quality. And also important is that people live comfortably in cities and standard of living should be worth of. And if want to become the main city in the “Pacific” Russia we should combine life quality and emotional characteristic”.

“We should make Congress be held annually, traditionally and systematically with precise economic content taking into consideration APEC preparation and strategic goals which we achive in Primorskiy Krai, - said Victor Gorchakov. – Conference was fruitful in all measurements. I would like to see more scientists from the Far East and Primorye, presented and participated at the conference”.
